The federal government should think about this program as a method to combat the current high prices of fuel and other goods.
A few states have tried to cut their gas taxes and are also considering the residents of those states with refunds. Some states, including New York, are considering cutting the gas taxes completely or offering a small discount. The governor has also suggested tax cuts for renters and homeowners who pay for gas at or above those at the national minimum. He’s even proposed cutting the tax on gas by 50% when the average cost of unleaded gas reaches $4.51 for a gallon during summer. A few political figures in New York state have also support the idea of suspending state gas tax of 33.3 cents per gallon.

While the federal government has not seeking to create any sort of stimulus package state legislators and President Biden have proposed various proposals to help consumers. These include a three-month gas tax holiday. As of late June it is unclear what is being contemplated by Congress. It could be a while before gas rebates begin with every state. While President Trump has suggested an all-national gas tax holiday, he has not found any law that would allow him to fund it.
